The Chairman of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), Dr. Musa Adamu Aliyu (SAN), has confirmed that the appointment letter presented by Adeniyi Adeyemi Mathew, who falsely claimed to be the Director-General of the Presidential Foreign Investment Promotion Council (PFIPC), was forged and did not originate from the Presidency.

Speaking at a press conference in Abuja on Friday, Aliyu disclosed the findings of the commission's interim investigation into the activities of Adeyemi, following a directive by President Bola Tinubu on July 7, 2026, mandating the ICPC to investigate the alleged fake government agency within 30 days.

According to the ICPC Chairman, the interim report has been submitted to the President, who subsequently directed the commission to brief the public in the interest of transparency and accountability.

Aliyu said investigations established that Adeniyi Adeyemi Mathew was never appointed by the Federal Government or any authorised government institution.

He further revealed that the Presidential Foreign Investment Promotion Council (PFIPC) was never created by any law, executive order, or any other valid government instrument, describing the agency as entirely fictitious.

The ICPC also found that the appointment letter and several official documents used by Adeyemi to operate the fake agency were forged.

According to the commission, the fake PFIPC unlawfully assumed the identity and operational structure of the former Presidential Economic Advisory Council (PEAC), while Adeyemi allegedly engaged in false representation, impersonation, and other fraudulent activities under the guise of a government agency.

The investigation further revealed that weaknesses in verification processes, inter-agency oversight, and administrative procedures were exploited by Adeyemi, with some public officials allegedly displaying negligence or connivance that enabled the illegal operations.

However, Aliyu clarified that no Federal Government funds were approved or disbursed to the fake PFIPC or the purported PEAC, adding that the commission found no weaknesses in the operational systems of the State House or the Central Bank of Nigeria (CBN).

The ICPC Chairman also disclosed that investigators uncovered two additional fictitious government agencies allegedly created by Adeyemi. They are the FCT Investment Promotion Agency (FIFA) and the Foreign Investment Promotion Agency and Public-Private Partnership (FIFA-PPP).

He alleged that Adeyemi forged legislative documents presented as enabling Acts to facilitate the creation of the fake agencies and used the forged documents to open bank accounts.

As part of its recommendations, the ICPC called for the full prosecution of Adeniyi Adeyemi Mathew, administrative sanctions against public officers whose negligence aided the illegal operations, and the implementation of institutional reforms to strengthen verification and oversight mechanisms across government agencies.

Aliyu added that investigations into the activities, bank accounts, and collaborators linked to the fake PFIPC and Adeniyi Adeyemi Mathew are ongoing.
