OSOGBO — The Osun State House of Assembly has passed the Osun State Integrated Transport, Traffic and Park Management System Bill, 2026, following its third reading during plenary.

The bill seeks to establish an integrated framework for the registration, regulation, management and digital administration of commercial transportation, traffic operations, motor parks, terminals, garages, loading points and related transport infrastructure across the state.

A major provision of the legislation is the introduction of a digitalised ticketing system designed to eliminate multiple ticketing in motor parks. The Assembly said the system is expected to reduce the financial burden on transport operators, improve transparency and strengthen the efficiency of transport-related revenue collection.

The bill also seeks to strengthen the protection of passengers and other users of motor parks, promote accountability within the transport sector and improve the state's internally generated revenue through a coordinated and transparent park management system.

It further contains provisions aimed at curbing thuggery, violence, extortion and other unlawful activities associated with the operation and management of motor parks and garages.

The legislation was sponsored by the Chairman of the House Committee on Works and Transport, Hon. Abiola Ibrahim, and underwent extensive consideration before being referred to the relevant House committee and Legal Department for further scrutiny.

Following the adoption of the committee's report, Majority Leader Hon. Babajide Kofoworola Adewumi moved the motion for the third reading and passage of the bill, which was seconded by Hon. Taofiq Olayiwola. The motion was subsequently adopted by the House.

Speaker of the Assembly, Rt. Hon. Adewale Egbedun, said the passage represented another step towards creating a more organised transport sector in Osun State.

He said the legislation would provide a clearer regulatory framework for motor park administration and promote better coordination among transport operators, commuters and relevant government agencies.

The clean copy of the bill will now be transmitted to Governor Ademola Adeleke for assent. Until the governor assents to it, it remains a bill passed by the House and is not yet an operative state law.
